How this works
Pakistan's mobile device registration tax has two layers: a fixed slab amount based on the device's assessed USD value, plus 17% sales tax on the value for devices above roughly $200. The passport channel, available once per year to travellers within 60 days of arrival, sits at the lower set of slabs. The CNIC channel, used for local purchases, repeat travellers, and second devices, sits at the higher set.

What people get wrong
- Assuming non-PTA phones are usable. They work for 60 days, then the IMEI is blocked from every Pakistani network. After that, the device is a glorified iPod Touch.
- Forgetting the once-per-year rule. The passport rate applies to one device per traveller per calendar year. A second phone on the same passport in the same year reverts to the CNIC rate.
- Not factoring in PKR depreciation. The tax is calculated on the FBR-published USD-to-PKR rate at the time of registration. A delay of three months on a high-end phone can cost an extra Rs. 5,000 to 10,000 if the rupee weakens.

What is the PTA mobile tax in Pakistan?
Pakistan requires every imported mobile device used on a Pakistani SIM card to be registered with the Pakistan Telecommunication Authority (PTA) through the DIRBS system. Registration involves a one-time tax that covers federal duties and sales tax. Unregistered devices are blocked from cellular networks after a 60-day grace period.
How is the PTA tax calculated?
The tax has two components. A fixed slab amount based on the device's assessed USD value, plus a 17% sales tax on the value for higher tiers. Devices valued above approximately $200 trigger the 17% ad valorem component. The slab thresholds and amounts are set in the Federal Budget and published by the FBR.
Passport vs CNIC: which costs less?
The passport channel is meaningfully cheaper, typically 30 to 45 percent less than the CNIC channel for premium phones. The passport rate is available to travellers within 60 days of arrival in Pakistan, and only once per traveller per calendar year. After 60 days or for a second device, the CNIC rate applies.
What happens if I don't pay the PTA tax?
After the 60-day grace period from your first SIM insertion, the device's IMEI is blocked from all Pakistani cellular networks. The phone will still work on Wi-Fi but cannot make calls, send SMS, or use mobile data on any local SIM. Unregistered phones cannot be sold legally inside Pakistan as functional devices.
Can I register a phone temporarily?
Yes. Tourists can register a single device on temporary basis for up to 120 days using their passport, free of tax, through the DIRBS portal. The device is auto-blocked when the 120 days expire. This is the right path for short visits but not for residents or repeat travellers.
How do I actually pay and register?
Visit dirbs.pta.gov.pk, create an account using your CNIC or passport, enter the device's IMEI numbers, and select your registration channel. The system generates a payment slip (PSID) that you pay via any participating bank, ATM, or mobile wallet. Registration typically completes within 24 to 48 hours after payment.
