Treat AI Context Window as a Budget, Not a Junk Drawer

A new open-source framework treats the AI context window as a budget, using a dedicated context-engineer agent to produce a context-manifest.md before any work begins. It distinguishes context, memory, and learning as separate problems, and implements context decay to keep stale artifacts from bloating the window. The framework supports six AI coding tools with 24 agents and 53 skills.
