Test Comment Lied About Isolation, Ran Against Production State

A test claimed to use an in-memory fallback but actually ran against the live production state file. The bug went unnoticed because the code path was a no-op until a fix caused the test to write a test timestamp to production. The developer fixed it by adding an environment variable override and pointing subprocess tests at temporary files.
