Ota pressure-tests repo-local Python setup with lead-quorum
Ota, a contract-driven tool, was tested on the lead-quorum Python repo to verify truthful setup and execution. The repo's multi-step environment (env file, virtualenv, dependencies) was modeled as three distinct ownership surfaces. Ota's contract now separates local verification, live testing, and distributed runtime to prevent setup drift.
