Meow: All-in-one JS runtime and toolchain in 82MB binary

Meow is a new JavaScript runtime and toolchain that combines Node replacement, package manager, formatter, linter, tester, and bundler into a single 82MB binary. It achieves 7ms warm installs and 248ms cold installs by using a shared AST and OS-level copy-on-write. The tool supports Next.js, Astro, and SvelteKit out of the box, with sandboxed npx execution by default.
