Google's DESIGN.md format solves half the design problem

Google open-sourced DESIGN.md, a YAML-based format for AI agents to read and write design tokens, plus a CLI for linting and export. But the format assumes design intent already exists, leaving 0→1 teams without a path to discover it. A proposed "design chain" adds direction and mockup steps before tokenization.
