Apple blocks developer from building Shortcuts programmatically

A developer tried to create an Apple Shortcut from code to post to a REST API, but hit multiple roadblocks. Apple's signing tool rejects hand-written plist files, fails with an iCloud error on macOS 14.6, and the import URL scheme only works with iCloud-signed files. The developer ultimately gave up after four failed attempts.
